Step:
In a bowl mix flour, salt and warm water to form a soft dough not too hard or too soft. Cover for 20min.
Take the dough and divide into small balls. I divided into 8 but I saw it was small so I divided to four.
Take one ball and place on a floured surface, take another ball, deep in cooking oil and place on top of the previous ball and roll them together thinly into a big round shape. Let them be levelled together.
Fry it in a frying pan until small bubbles appear then flip the other side too. (Do not over fry please). Remove and put aside, cover don't let air dry it. Repeat the same process on remaining doughs.
Take one piece and separate the sheets gently, don't overpull. After you've separate, cut them into 4 equal triangles. Repeat the same on other pieces.
Take one triangle and fold into a cone then apply paste to hold the endings.
Fill the cone with a table spoon of minced beef filling then seal. Repeat the process on all.
Heat oil in a frying pan and fry until golden brown. Then drain them in a paper towel.
