Preheat oven for 10 mins at 200 C. Grease cup cake tray. Seive maida,choco powder, baking powder, soda bi carb trice. Keep aside.
In mixing bowl add soften butter and condensed milk, mix stirring gently for 2 mins.
Add maida- choco flour in 3-4 batches. Add water and prepare thick pouring consistency cake batter.
Fill prepare grease cup cakes moulds upto half. Sprinkle little choco chips on each.
Bake in preheated oven for 25-30 mins at 180 C.(Timing of baking will differ with different ovens).
Cool at room temperature before de mould cupcakes. Relish Delicious Chocolate Chips Cupcakes as it or with scoop of vanilla ice cream.
