Muthiya : In a big plate take all the ingredients listed for muthiya except water. Mix all well. Gradually add water to make soft dough.
Mean while prepare the steamer. Add about an inch of a water in steamer and keep greased steamer plate with holes in it. Start the flame and let the water boil.
Now grease your palms, divide the dough in equal parts, make cylindrical shaped rolls from it and place it in a plate in steamer. Make cylindrical shaped rolls from all the dough and place it in plate in steamer.
Cover the lid and steam for about 15 to 20 mins. Keep flame high for first 5 mins then lower the flame to medium and cook the muthiya. Insert the tooth pick or a knife, if it comes out clean then muthiya's are cooked completely. Allow it to cool and then remove in a plate or chopping board. Cut in half inches slices and keep aside.
Tempering : Heat up the oil in a pan. Add mustard seeds, jeera and sesame seeds. Let it crackle. Then add hing, curry leaves and add sliced muthiya.
