  9. 1 quart chicken broth
  10. 1 stick butter
  11. to taste salt
  12. 1 teaspoon white pepper powder
  13. 1 teaspoon granulated garlic powder
  14. 2-1/2 quarts water
  15. 1 colored bell pepper of your choice for garnish
  16. 1/3 cup Chinese black vinegar, if you cannot find it use balsamic vinegar
