Step:
Preheat broiler to high, or set oven to 500°F.
Cook pasta in very salty water until al dente. Do NOT add oil to the water!
Meanwhile, melt butter in a medium saucepan, whisk in flour, and Cook over medium heat about 1 minute.
Slowly add milk, whisking well until the Roux is dissolved. Continue cooking over medium heat, stirring constantly, until it boils and thickens, about 8 minutes.
Remove the bechamel from the heat and Stir in nutmeg, pepper, parmigiano and pecorino cheeses, and 1/2 cup of the mozzarella. Stir very well until cheeses are melted. Do not add salt.
Once pasta is done, drain (do not rinse) and mix with enough marinara to just lightly coat the pasta. Pour pasta into a 13x9 casserole.
Pour cheese sauce evenly over the pasta, using a spatula to even it out if necessary.
Top the dish with the remaining cup mozzarella and broil 3 to 5 minutes or until cheese is lightly browned and bubbly. Watch pasta at all times, as this will happen quickly.

1 1/2 cup marinara sauce (or enough to lightly coat 1lb. pasta)
1 lb penne rigate
cheese bechamel
2 tbsp butter
2 tbsp AP flour
2 cup milk
1/4 tsp pepper
1/4 tsp ground nutmeg
1/2 cup grated parmigiano
1/2 cup grated pecorino (or just use a whole cup parm)
1 1/2 cup shredded mozzarella, divided
