Preheat oven to 350. Brush a baking dish with 1 tsp olive oil.
Boil the potatoes until very soft. Mash them until smooth, no lumps. Cover and set aside.
In a small pan, boil the tuna in about a cup of water for 5 minutes. In a medium mixing bowl, add the potatoes, tuna, onion, ginger and garlic and blend well for a uniform mixture. Refrigerate for 15 minutes.
After 15 minutes, remove from refrigerator. Make balls out of the mixture, flatten each down to form a cutlet shape.
Place the cutlets in the baking dish and brush remaining oil on the tops.
Place the dish on middle rack in the oven and bake for 15 minutes. They are considered done when both sides are dark and crispy.
