For the bhallas: Soak the washed daals separately for around 4-5 hours.
Drain the water that is there in moong dal. Use the water left in urad daal for crushing the daals.
Crush both the daals along with ginger and green chillies to make a smooth and thick batter. Add salt to it and mix it properly.
Heat oil and add the ready batter with the help of a spoon in the hot oil.
Flip the vada and fry the other side till it becomes golden brown.
Add these hot vadas directly to the buttermilk and soak till the vadas become soft.
Squeeze extra water and remove the vadas in another vessel.
In a serving dish place the soft vadas first, on it add the curd, then both the chutneys. Now sprinkle the cumin powder and red chilli powder on it. Finally add the sev and serve it.
