Step:

  1. Add sugar in water and mix it. Add flour and fennel seeds in it and mix it. Make a fine paste of it. Stir it for 5 mins in one direction.

  2. Add ghee in a pan and heat it. Let the flame low and place the lil bit better in pan with the help of service spoon.
