Preheat oven to 375°F.
In large mixing bowl, combine flour, 1/2 cup granulated sugar and baking powder.
Add milk, oil, and vanilla. Mix until smooth.
Stir in peanut butter. Pour into 9x13 greased baking pan.
In a small bowl, mix 1 cup sugar and cocoa powder. Sprinkle on top of batter. Do not stir into batter, just cover top of batter with dry sugar and cocoa powder.
Pour hot water over top. Do not stir.
Bake for 35-40 minutes. Serve warm with ice cream if desired.
