Sift the flour and add the salt to it.
Dissolve the yeast in the water and wait for 10-15 minutes. Make a well in the flour and add the yeast there. Mix and gradually start adding water until you have a batter that is neither thick nor runny. Let the mixture sit until it doubles in size.
Heat the oil and add spoonfuls of the batter, one by one. When they puff and get golden brown, remove and continue with the rest of the batter.
Meanwhile, place the sugar, honey and the cup of water in a pot and let it boil until you have a syrup. Pour it over the loukoumades. Sprinkle with cinnamon.
